OWWA RWO Caraga granted livelihood assistance to 896 displaced and distressed OFWs for 2019
Butuan City – Not everyone who becomes Overseas Filipino Workers (OFWs) have success stories, there are those who struggle and were made to come back home under various circumstances.
One of the programs and services provided by the Overseas Workers Welfare Association (OWWA) is the Reintegration Program. This program aims to help returning overseas Filipino workers and their families through livelihood opportunities and other income-generating means. It is also a way of mainstreaming returning OFWs into the Philippine society particularly in their respective localities.
Under the Reintegration program is the Balik Pinas! Balik Hanapbuhay! Program (BPBH), a package of livelihood assistance consisting of cash assistance amounting to Twenty Thousand Pesos (P 20,000), Entrepreneurship Development Training and other services intended to provide immediate relief to returning distressed or displaced member-OFWs.
The program was designed to help OFWs, who were displaced by hostilities or wars or political conflicts, policy reforms or changes by host governments; victims of illegal recruitment or human trafficking or other distressful situations; those who are in the distressed wards at the Migrant Workers and Overseas Filipino Resource Centers who are due for repatriation; and those OWWA members who were employed by foreign employers which are facing financial difficulties due to economic conditions.
Furthermore, it can be availed only ONCE by eligible beneficiaries & within THREE (3) years after their return to the country. OWWA members who have finished their contracts are NOT eligible for this program.
Under the Amended Implementing Guidelines of BPBH (Memorandum of Instruction 003 series 2019), the cash assistance will amount to Twenty Thousand Pesos (P 20,000) for ACTIVE member-OFWs, Ten Thousand Pesos (P 10,000) for NON-ACTIVE member-OFWs with MORE THAN ONE (1) contribution and Five Thousand Pesos (P 5,000) for NON-ACTIVE member-OFWs with only ONE (1) contribution effective February 28, 2019.
In 2019, OWWA RWO Caraga has released a total amount of Seventeen Million One Hundred Forty-Five Thousand Pesos (Php 17,145,000.00) to about 896 displaced and distressed OFWs in the region. 832 of which received Php20,000 and the rest received Php10,000 (37) and Php5,000 (27), respectively.
