OWWA to witness MOU signing of DOLE, PAGCOR and Pampanga Government for OFW Hospital

City of San Fernando, Pampanga – The Overseas Workers Welfare Administration (OWWA) witnessed the signing of the Memorandum of Understanding on the Overseas Filipino Workers (OFW) Hospital between the Department of Labor and Employment (DOLE), PAGCOR, Bloomberry Cultural Foundation Incorporated (BCFI) and the Pampanga Provincial Government on February 12, 2020, at the Kingsborough International Convention Center.

In his opening message, Pampanga Governor Dennis G. Pineda extended his gratitude to the participating agencies and organizations for their donations in constructing the OFW Hospital in the province. In her inspirational message, Pampanga Vice-Governor Lilia G. Pineda provided a short background on the first-ever hospital in the Philippines dedicated for the OFWs and their families.

Meanwhile, DOLE Secretary Silvestre H. Bello III appreciated the combined efforts and generosity of national agencies, regional government, and the private sector in making the project possible. “Thank you again and sana hindi ito panaginip, sana ito ay maging tunay na hospital ng OFW ng Pampanga at ng buong bansa”.

 OWWA Administrator Hans Leo Cacdac seconded Sec. Bello’s message in his remarks. “Makakaasa po kayo ng aming patuloy na suporta dito sa proyekto na ito. Nasimulan na po ito mula noong nag groundbreaking po tayo last year at hindi po kami bibitaw. Sa ngalan po ng mga OFWs and OFW Families at sa ngalan rin ng maigting na partnership ng National Government, Provincial Government and Local Government ng Pampanga. Muli po patuloy ang aming tulong at suporta na ibibigay sa proyekto na ito and we will see you soon hanggang sa mapatayo at mapatakbo ang ospital na ito”.

PAGCOR Chairperson Andrea Domingo, in her message, reiterated that their agency will continue to partner with other agencies in building infrastructures or health facilities that will benefit more beneficiaries. “We are very serious in putting up a lot of public health service facilities. We prefer to put up infrastructures rather than give financial assistance since it is more permanent and lasting, covering a lot of beneficiaries, she said.

Gracing the occasion to witness the MOU signing were DOLE officials Undersecretary Renato Ebarle, USec Ana Dione, OIC-Assistant Secretary Dominique Rubia-Tutay, and Regional Director Maria Zenaida Angara-Campita; OWWA Directors Cristina Quismundo and Rosalia Susana Catapang, and board members and mayors of Pampanga. Bloomberry Cultural Foundation Inc. was represented by Executive Director Filipina Laurena and Atty. Ellan Mark Pailan.  

A groundbreaking ceremony of the OFW Hospital was held on May 01, 2019 at the PEO Compound in Brgy Sindalan, City of San Fernando, Pampanga. With the first batch of signing between DOLE, Province of Pampanga and PAGCOR done, the next batch of signing with Bloomberry and DOH would be done soon to formally bind the partnership of the agencies and organization in the creation of the first OFW Hospital in the Philippines.
